For those of us who can't stay at a Ritz Carlton every night, we need to be able to save a little money every once in a while. Travelling is already expensive enough; wouldn't you rather spend less on lodging and more on the things you wanted to travel for in the first place?
Hopefully you are going somewhere to actually see the destination. Therefore, there is nothing wrong with staying in cheap hotels, since you won't be spending that much time in the room anyhow.
Cheap hotels are great as long as they are kept clean and you feel safe staying there. If you feel uncomfortable after seeing your new neighbors, don't hesitate to go to the front desk and get your money back. The same goes for if you find your room smelly, messy, or unclean. These are all good reasons to get a refund in full.
If you are travelling and want to know if your hotel is going to work out, one thing you can do is ask a local. You can usually find out this way if the hotel has a bad reputation or is just in a bad part of town. You don't want to wake up in the morning with your car gone missing!
